THEORY OF CHANGE

For more than thirty years, domestic violence coalitions have been the leading voice for advocating against domestic violence and sexual assault. These non-profit community-based organizations formed with a specialized focus on responding to IPV by supporting victims and advocating for changes in systems’ response to IPV. Historically, most of the daily work of DV coalitions has been devoted to responding to IPV, rather than preventing the first time occurrence of IPV.

The DELTA PREP theory of change hypothesized that if coalitions improved their organizational capacities for prevention, they would be better positioned to engage in and lead prevention efforts in their states.

DELTA PREP offered the following resources and opportunities for coalitions as they worked to improve their capacity for primary prevention:

  • Training and technical assistance on primary prevention concepts
  • Focused time and structure for coalition staff and leaders to assess how primary prevention fits within the coalition's mission and scope of work
  • A planning process that guides coalitions through setting primary prevention goals and action steps in annual cycles
  • Ongoing technical assistance and support from the CDC and DELTA-funded coalition "coaches"
  • Funding for travel to training as well as staff and leadership time dedicated to DELTA PREP activities
  • National opportunities to network with other state domestic violence coalitions, share experiences and participate in state-of-the-art technology supports for violence prevention work
  • Funding to incorporate primary prevention within coalition structures, practices, partnerships, and state and community capacity-building efforts for primary prevention of IPV
