Human trafficking is defined by the United Nations as the recruitment, transportation, transfer, harboring or receipt of persons, by means of:

Threats or use of force or other forms of coercion;
Abduction;
Fraud or deception;
Abuse of power or of a position of vulnerability; and
Giving or receiving of payments or benefits to achieve the consent of a person or having control over another person, for the purpose of exploitation (Protocol to Prevent, Suppress and Punish Trafficking in Persons, 2003).

Human trafficking occurs both in the United States (U.S.) and abroad, and can have devastating effects on its victims.

Victims of human trafficking in the U.S. include both U.S. citizens and residents trafficked within its borders, as well as foreign nationals trafficked into the country from abroad. International traffickers consider the U.S. a major destination for victims of both sexual and labor exploitation. Traffickers use “push-pull” factors to take advantage of their intended targets (Chang, 2006; Dabby & Liou, 2014). Some examples of “push-pull” factors include:

Lack/limited employment & educational opportunities	Availability of employment & educational opportunities
Disasters, both natural and man-made	Improved quality of life

Given these complex realities and experiences, victims of trafficking may need a range of supports and services.

The NRCDV recognizes that there are different philosophies, approaches, and debates surrounding human trafficking. Readers are encouraged to examine resources with a critical eye and an appreciation of the depth and breadth of the issues and perspectives on human trafficking.

This special collection is intended to help those interested in learning more about human trafficking and intersecting issues gain a working knowledge of the complexities of human trafficking, as well as applicable laws and policies in the U.S. and internationally. It is also intended to provide resources and tools for practitioners and professionals working at the intersections of human trafficking, domestic violence and sexual violence.

This special collection brings together selected documents that focus on international policies, programs, and approaches to prevent and intervene in violence against women (VAW). The goal is to facilitate learning about different polices, programs, and approaches that have been developed, adopted, and adapted internationally to address VAW in diverse cultural and socio-economic situations. The review of documents included in this special collection suggests the following: First, there are limited multi-country studies on VAW. Second, human rights declarations and conventions set international legal standards for policy and program responses to VAW. Third, international initiatives have focused on VAW prevention by addressing gender inequalities in several development sectors, particularly justice, health, and education. Fourth, many approaches to prevent and intervene in VAW use social-ecological framework and engage community members, including men. Fifth, little is known about programs that have proven effective in ending VAW across countries because there is limited rigorous evaluation of programs that address VAW.

The special collection is organized into six sections, and the documents included cover multi-country projects, policies, and studies. Important to note here is that this special collection is not a comprehensive listing of all documents available; rather, it includes selected documents that are available online free of charge. Studies on VAW in the U.S. are not included in this special collection, but can be found elsewhere on VAWnet.

This report delves into the overlooked intersection of human trafficking and incarceration and offers some suggestions about how to better keep trafficking survivors out of jail, support them if they’re incarcerated, and help them afterward. Four survivors of trafficking co-authored this report with staff from the National Center for Victims of Crime (NCVC).

In 2025, the National Center for Victims of Crime assembled a group of individuals with personal experience in human trafficking and incarceration. One key takeaway from this group was the importance of recognizing and identifying signs of trafficking among justice system professionals. This understanding is crucial for improving responses to crimes that occur within the context of trafficking.

Additionally, the group highlighted the necessity of eliminating common barriers faced during the process of reentry into the community. They emphasized the value of implementing trauma-informed approaches at every point of contact within the system.

With the insights from this group of experts, NCVC has identified several practical strategies that can be applied before, during, and after incarceration. "By basing our approaches and solutions on the firsthand experiences of those who confront the challenges and barriers to accessing services, we can create more effective pathways for these individuals to thrive." This resource was developed to help communities and states focus on strategies with the greatest potential to prevent violence and promote health and safety. This prevention resource brings together examples based on the best available evidence. It outlines seven strategies to prevent community violence to ensure everyone can live in safe, healthy, and thriving communities.

The strategies and approaches described in this prevention resource are supported by the best available evidence and can be a critical tool for communities in their violence prevention efforts.

The prevention strategies are:

Strengthen economic security.
Provide quality education.
Create protective environments.
Promote healthy family relationships.
Strengthen youth and young adults’ skills.
Connect young people to caring adults and activities.
Intervene to lessen harms and prevent future risk.

This resource is an update to the Youth Violence Prevention Resource for Action released in 2016. It includes updated evidence for preventing violence in youth (ages 10-24) and adds examples for preventing violence in young adults (ages 25-34).

Community violence is a serious public health problem in the United States. For youth ages 10 to 24 years, homicide is the second leading cause of death, and for young adults ages 25 to 34, it is the third leading cause of death. Additionally, approximately 800,000 young people are treated in U.S. emergency departments each year for injuries resulting from interpersonal violence. This resource also describes the social and structural contexts for community violence that these strategies might help address. Throughout the document, we focus on improving the conditions that increase risk for violence. Communities can prioritize a comprehensive approach that addresses the underlying drivers of violence while also reducing the immediate risks.

Many communities are implementing effective strategies for prevention. The strategies and approaches in this prevention resource are intended to be combined with existing community-led prevention approaches. Everyone can play a role in putting the evidence into action as we work together towards communities free from violence.

January is Human Trafficking Prevention Month, a presidentially designated observance designed to educate the public about human trafficking and the role they can play in preventing and responding to human trafficking. The U.S. Department of Health and Human Services’ theme for Human Trafficking Prevention Month 2023 is Partner to Prevent. This is an opportunity to highlight the power of partnerships and collaboration in strengthening anti-trafficking efforts. Preventing human trafficking cannot be accomplished alone; rather, we must build partnerships across all sectors of society to improve the lives of those we serve. When we #Partner2Prevent, we can enhance our efforts to keep everyone safe from human trafficking.

This campaign aims to educate, empower, and provide resources to social service providers, healthcare and behavioral healthcare providers, school-based professionals, and other allied professionals to increase awareness and foster partnerships. This toolkit breaks the month down into focus weeks to ensure clear messaging and resource sharing. Sample social media posts, sample email and newsletter content, and resources that we encourage you to share throughout the month of January are also included.

Native women have been on the receiving end of many injustices. These injustices include homelessness and various forms of physical and sexual violence. Native women experience high rates of homelessness. Native women also have the highest rate of domestic violence and rape of any group of women. The May 2022 Technical Assistance Question of the Month (TAQ) explains that advocates must understand the historical context of Native women's experiences in order to truly support them.

Black women, girls, and gender nonconforming people are disproportionately represented as victims/survivors of trafficking. Black women make up 40% of people who have survived sex trafficking. Black youth comprise 51% of all prostitution arrests for those under age 18—more than any other racial group.

The public perception of people who have survived sex trafficking often does not reflect the reality of who is actually trafficked in the U.S. This factsheet outlines why we must center the experiences of Black survivors of sex trafficking. We must end human and sex trafficking, stop the criminalization of Black survivors, and create healing-informed responses to support Black women and girls who have survived commercial and sexual exploitation.

The survey instrument administered in 2016/2017 represents a change in data collection from previous years (2010–2012 and 2015). This report describes the methodology used for the 2016/2017 data collection and the limitations of the data.

The survey instrument administered in 2016/2017 represents a change in data collection from previous years (2010–2012 and 2015). The goals for the revision were to streamline and improve the flow of the survey, decrease the level of burden on respondents, and reduce the number of data elements to improve data usability.
Given these revisions, readers and data users are discouraged from comparing estimates from NISVS 2016/2017 to prior survey years (2010–2012 and 2015). However, you will likely notice an increase in estimates over previous years. This is because in the 2016/2017 survey, stalking behavior questions were updated to reflect the changing times – they better measure technology-based stalking (e.g., GPS for tracking, technology used for spying on others), and the NISVS team revised the fear and threat criteria for stalking victimization to be less restrictive. Because of these revisions, the survey may now more accurately capture the scope of the problem. This may be true for other violence types, as well.
NISVS has seen a substantial decline in response and cooperation rates in recent years, like other random-digit-dial surveys. The declines are largely attributable to potential respondents not answering their phones or opting not to participate and ending the interview prior to being told about the violence-related content. Still, more than 15,000 women and more than 12,000 men did complete the NISVS survey between September 2016 and May 2017.

This issue brief from the Family Youth Services Bureau (FYSB) recognizes the vital role that runaway and homeless youth (RHY) programs can play in the prevention of sex and labor trafficking among runaway and homeless youth. It also highlights the importance of integrating public health, trauma-informed, and positive youth development principles into human trafficking interventions.

In addition to highlighting human trafficking (HT) risk factors, the brief offers a variety of HT prevention components that can be easily integrated into programmatic activities, such as discussing with youth how to recognize a "too good to be true" job or building safety nets to support RHY. This issue brief also emphasizes the importance of addressing the root causes and social conditions in which runaway and homeless youth become vulnerable to human trafficking, violence, and exploitation.

This document was developed by fellows of the 2019–2020 Human Trafficking Leadership Academy (HTLA) Class 5 organized through the National Human Trafficking Training and Technical Assistance Center (NHTTAC), Center for Native American Youth (CNAY), and Coro Northern California.

Worldwide, Indigenous people are at a higher risk of human trafficking—including both sex trafficking and labor trafficking—than other diverse populations (Administration for Children and Families, 2018). Indigenous groups in the United States, including American Indian/Alaska Native, Native Hawaiian, and Pacific Islander populations, are especially at risk. The Human Trafficking Leadership Academy (HTLA) Class 5 fellows worked to address the question, “How can culture be a protective factor in preventing trafficking among all Indigenous youth?”

While one report cannot capture all of the inherently unique histories and characteristics of all Indigenous people in the United States, the HTLA Class 5 fellows hope this report and its recommendations will provide a beginning to continued change, healing, and safety for all Indigenous youth—now and for future generations.
