This Special Collection provides lessons learned and related resources from nine HHS-funded 3-year demonstration projects to enhance services to children and youth who have been exposed to domestic violence.

Prepared by the National Resource Center on Domestic Violence in collaboration with the Family and Youth Services Bureau, Administration for Children and Families, U.S. Department of Health and Human Services.

Historically, the domestic violence (DV) field has separated services for adults and services for children and youth, rather than taking an integrated approach that centers the relationships between adult survivors and their children. The Family-Centered Toolkit helps programs envision and implement an integrated approach that supports parent-child relationships and families with a range of culturally responsive, trauma-informed, and developmentally sensitive services.

The Adult Children Exposed to Domestic Violence (ACE-DV) Leadership Forum, a project of the National Resource Center on Domestic Violence, is shifting the paradigm from deficit to growth – supporting the development of trauma-informed, culturally responsive, asset-based policies and practices that enhance resilience capacity in those who experience childhood trauma.

This training explores how domestic violence shapes children’s lives and impacts parenting, with an emphasis on the assets and strengths of families who survive this experience together. Participants will have an opportunity to learn through a combination of personal storytelling and a review of emerging research to gain a deeper understanding of and appreciation for the complex choices survivors face and ways families can be best supported across various systems.

The presenters will review the impact of domestic violence on the lives of children, including its intersections with other forms of trauma and oppression, with a specific focus on the experiences of Black children in systems designed to help. Presenters will offer strategies and tools for those in the community who wish to increase their capacity to provide growth-based, survivor-centered services and support to families experiencing trauma.

Families are the primary providers to meet children’s needs; the safety and well-being of children depends on the safety and well-being of all family members. As both researchers and child protection caseworkers know well, there is a high rate of co-occurrence of child maltreatment and domestic violence. This best practice guide was developed to support local child welfare agency staff as they engage with families experiencing co-occurring domestic violence and child maltreatment.

This guide represents a clear policy statement that domestic violence against a child’s parent alone is not sufficient to warrant a child welfare response without direct involvement of or harm/injury to a child; that child welfare response must be made against the domestic violence offender, not the abused parent; that agencies must collaborate with and make referrals to local domestic violence programs; and that child welfare agencies/caseworkers must work in multidisciplinary collaboration to ensure accountability for domestic violence offenders, balancing family safety with opportunities for behavioral change.

Intimate partner violence (IPV) services reach a relatively small proportion of men, women, and families affected by IPV. Men in particular can be difficult to reach. Services like battering intervention programs (BIPs) can be prohibitively expensive, even though a majority of referrals to BIPs are made through court-ordered mandates or via child protective services requirements. Therefore, not all users of violence can access BIPs even when mandated or required. Further, the stigma and shame attached to being a male survivor of IPV or to receiving either survivor services or services for users of violence can limit disclosures of violence. Federal Responsible Fatherhood (RF) programs serve men who may be at an increased risk for using or being survivors of IPV. Fathers served through these programs may be motivated to seek out IPV services mostly by their desire to become better fathers. Thus, RF programs are in a unique position to address IPV among fathers, and especially to help prevent it from occurring in the first place.

This report summarizes findings from the Preventing and Addressing Intimate Violence when Engaging Dads (PAIVED) research study funded by the Office of Family Assistance (OFA) and overseen by the Office of Planning, Research, and Evaluation (OPRE). Child Trends and their partners, Boston Medical Center and Futures Without Violence, conducted the study, which examines how RF programs aim to prevent and address IPV through their fatherhood programming. Specifically, this report presents information about the approaches that RF programs take to provide IPV-related services. It also discusses challenges and successes to providing these services, promising practices, and areas for growth.
