The identities of Native Americans/Alaskan Villagers originate in various experiences and political statuses. Enrollment status means an individual is a citizen of tribe. “Tribe” is defined by the United States for some federal government purposes to include only tribes that arefederally recognized by the Bureau of Indian Affairs, pursuant to the Indian Reorganization Act of 1934, as amended in 1936 to include a number of Alaska Native villages (US Bureau of Indian Affairs, 2015). Throughout the country, there are tribes that have had active applications for federal enrollment for over 30 years. In the last three years, three new tribes have been granted “federal status” by the federal government, which oversees the application process and helps define which Native community has been given the political status of a sovereign Nation. However, Native identity and sovereignty are also defined by Native people as being about a cultural connection, such as being tied to the land and water, subsistence hunting and fishing, community life, traditional values, and spiritual practice, not simply a political status as qualified by Western thinking.

The voices in many of the materials included in this Special Collection may come from a sovereign nation perspective, while other voices represent those not enrolled or affiliated with a federally recognized Tribe. Hundreds of tribes exist without federal recognition, meaning individuals may be a member of a state recognized tribe or may not be enrolled in any tribe. Native communities also exist in cities or urban environments, known as “urban Indians,” where families are mixed in both federally/state recognized status or no political Indian status at all. Some individuals were born into an enrollment status, but have since been dis-enrolled from their tribes; this affects their political status of “Native American.” The identity of “Native status” is very complex. All of these identities and citizenship statuses, as well as where they live and where they come from, can affect the methods and availability of services to and for Native survivors.

Common Identity Terminology

Naming conventions have been proposed and used, but none are accepted by all indigenous groups. Typically, each name has a particular audience and political or cultural connotation, and regional usage varies.

The content of this collection has been selected to highlight areas of intersections impeding the safety of Native American families. Each section contains extremely unique impacts regarding sovereignty, policy, historical trauma and cultural impacts of cultural oppression or colonization. This collection is not meant to be a complete representation of all intersections of family or intimate partner violence, as it would be impossible to represent thousands of trauma-impacting factors; it is instead meant to provide a comprehensive collection of the most significant and researched resources on domestic violence and intersecting issues affecting Native and Alaskan Native people today.

The National Resource Center on Domestic Violence facilitated a series of regional convenings bringing together survivors, healthcare providers, advocates, grassroots organizers, and other professionals to explore the intersections of intimate partner violence, historical trauma, and COVID-19 and their impact on Black maternal health.

Participants identified critical areas needing improvement and developed innovative, community-driven strategies, highlighting the need for multidisciplinary training, supporting unique needs of survivors, improved cross-sector collaboration, and community resource hubs addressing barriers in accessing care.

This report captures the resulting key findings, critical areas for improvement, and promising practices to promote Black maternal vitality and narrow gaps in services for Black pregnant and birthing survivors across the United States.

What does prevention look like when rooted in community and culture, outside of systems? As we continue to navigate the impact from COVID and the many related shifts we’ve experienced in the past years, our values have transformed and so must our strategies. The 5th annual National Prevention Town Hall features anti-violence prevention approaches in the Mountain region of the United States.

This space offers a virtual gallery tour of innovative change-making projects, collectives, and approaches that fuel us all forward. This gallery tour can allow us to learn about what’s being mobilized beyond the systems we often work in for violence prevention. A panel follows the gallery tour so we can weave together meaningful connections and address questions about reconnection, restoration, and re-indigenizing practices in the Mountain region.

Presenters explore creative, sustainable approaches for advancing social change in the face of uncertainty. Across all aspects of our movement work - from housing rights to survivor healing to restorative justice - each of us plays a critical part in creating the world we wish to live into together. In the words of Gwendolyn Brooks, “We are each other's harvest; we are each other's business; we are each other's magnitude and bond.”

¿Cómo se ve la prevención cuando está cimentada en la comunidad y la cultura, al margen de los sistemas? A medida que seguimos enfrentando el impacto del COVID y los muchos cambios que hemos experimentado en los últimos años, nuestros valores se han transformado y así también deben hacerlo nuestras estrategias. El 5º Congreso Nacional de Prevención presentará los enfoques de prevención de la violencia en la Región Montañosa de los Estados Unidos.

Este espacio ofrecerá un recorrido virtual por las galerías de diferentes proyectos, colectivos y enfoques innovadores que impulsan el cambio y nos permiten avanzar a todes. Esta visita a la galería puede permitirnos conocer lo que está sucediendo en materia de prevención de violencia más allá de los sistemas con los que solemos trabajar. Luego de la visita a la galería, se llevará a cabo una mesa redonda en la que se establecerán conexiones significativas y se abordarán preguntas con relación a la reconexión, la restauración y las prácticas de reindigenización en la Región Montañosa.

Únete a nosotres para explorar los enfoques creativos y sostenibles que impulsen el cambio social frente a la incertidumbre. En todos los aspectos del trabajo que realiza nuestro movimiento, desde el derecho a la vivienda y la sanación de sobrevivientes, hasta la justicia restauradora, cada une de nosotres juega un papel fundamental en la creación del mundo en el que queremos vivir juntes. En palabras de Gwendolyn Brooks, “Somos la cosecha del otre; somos el asunto del otre; somos la magnitud y el vínculo del otre”.

This graphic illustration tells the story of how health equity is connected to preventing gender-based violence, and describes meaningful ways to advance these shared goals through collaboration. This resource utilizes NRCDV’s Storytelling Framework to make the case for advancing wellness through an anti-oppression lens.

Drawing on the experiences and lessons learned from advocates leading impactful social change efforts across the country, this story was designed as a tool for building partnerships with those poised to engage with the gender-based violence movement. It is intended for use with adjacent sectors and potential allies working on intersecting issues to enhance buy-in and collaboration.

Black women-identified survivors have been disproportionately harmed by the triple pandemics of COVID-19, intimate partner violence, and racial injustice. As a field, we must boldly design and create innovative approaches to service provision. These webinars will give advocates the tools and practical strategies to identify, reach, and effectively serve this population.

Presenters will offer highlights from their newly released 4-part NRCDV TA Guidance document series of the same name. The series includes:

In Part 1, advocates will learn to:

Provide survivor-centered, culturally responsive, trauma-informed, strengths-based care and advocacy that leads to real-world change.
Learn how IPV is influenced by the intersecting identities of Black survivors, such as ethnicity, sexual orientation, and gender identity.

In Part 2, advocates will learn:

How to conduct culturally responsive assessment and treatment for the forms of IPV that disproportionately impact Black survivors, including reproductive coercion, non-fatal strangulation, and domestic homicide.
How IPV occurs within a Web of Trauma (historical trauma, family violence, structural violence, institutional violence, cultural violence, and community violence).

The purpose of this 4-part Technical Assistance Guidance (TAG) series, Serving Black Women Survivors of Intimate Partner Violence, is to give advocates the tools and practical strategies to identify, reach, and effectively serve Black women-identified survivors of intimate partner violence.
