BCS is a key initiative of the National Resource Center on Domestic Violence (NRCDV) in collaboration with Greater Hartford Legal Aid. The mission of BCS is to promote victim-defined advocacy and responses. We pursue this through analysis, technical assistance, information, and tools that are practical, ready to use and responsive to the complex challenges advocates face.

NRCDV’s mission is to strengthen and transform efforts to end domestic violence. Since 1993, NRCDV has provided a wide range of free, comprehensive, and individualized technical assistance, training, and specialized resource materials and projects designed to enhance current intervention and prevention strategies.

Greater Hartford Legal Aid is a not-for-profit law firm that advocates for equal justice for poor people. Its attorneys protect legal rights and use the law to address the effects and root causes of poverty. Staff works with the community to identify and address current issues. GHLA’s domestic violence advocacy began in 1979. It is recognized as a state and national leader on family violence and violence against women.

The National Resource Center on Domestic Violence (NRCDV) is deeply concerned by Rep. Max Miller’s public remarks suggesting that his former wife’s offer to cook dinner after an alleged assault calls her allegations into question.

Miller has denied the allegations against him, and NRCDV does not determine the facts of individual cases. We must, however, challenge a dangerous and persistent misconception: a survivor’s continued contact with an abusive partner—including sharing a meal, communicating, returning home, or remaining in the relationship — does not establish that abuse did not occur.

During this panel discussion, survivors and advocates recount their experiences with stalking to illustrate the devastating and long-lasting effects these crimes can have on victims and their families. The webinar highlights the many forms stalking can take, including harassment, cyberstalking, threats, property damage, unwanted surveillance, and violence, while emphasizing that stalking is a pattern of behavior rather than a series of isolated incidents. Panelists discuss the emotional trauma, financial burdens, safety concerns, and barriers they encountered when seeking assistance from law enforcement and other institutions. Through their stories, participants underscore the need for increased public awareness, stronger victim support services, improved training for criminal justice professionals, and more comprehensive responses aimed at preventing escalation and enhancing survivor safety.

The discussion focuses on the complex and often delayed process of recognizing and healing from childhood sexual abuse. Both survivors describe carrying an unexplained sense of shame, sadness, and feeling that something was wrong with them for much of their lives before memories of their abuse emerged later in adulthood. Thurber explains how therapy, emotional experiences, and connections with others helped him begin remembering abuse by his grandfather, aunt, and uncle, while also confronting the painful realization that people he trusted had harmed him. He describes experiencing intense sadness, anger, confusion, dissociation, and even a period of suicidal thoughts as he worked through the memories, particularly the conflict between loving his grandfather and recognizing that what happened was abuse rather than love. The conversation also emphasizes how survivors may struggle to understand their experiences, blame themselves, or question whether their memories are real. Ultimately, Thurber describes his healing as a gradual process of separating himself from the shame and recognizing that the abuse was something done to him, not something he caused, allowing him to move toward greater self-understanding and freedom.

This paper explores strategies to reduce violent behavior, both physical violence and all other forms of abuse, using a victim-defined approach. It recognizes that reducing violence is central to our mission, difficult, and long been a part of our advocacy to make victims safer. The paper offers concrete tools and a thorough approach for understanding the importance of reducing violent behaviors as part of safety planning for victims in contact with partners that use violence.

“Ideally, identifying and documenting risk factors for serious or lethal intimate partner violence (IPV) should be incorporated into each step of the criminal justice intervention. While communities are often excited about developing an enhanced response to high risk cases, this effort will not be effective if current basic practices fail to address risk in general within an effective coordinated interagency response. A community’s coordinating council or task force can spearhead an examination of current practices to uncover gaps that exist in identifying, documenting and transmitting risk information throughout the criminal justice intervention.

To assist such an assessment, BWJP has developed Accounting for Risk and Danger Practice Checklists for each practitioner in the intervention process. The checklists can help a jurisdiction ensure that its criminal justice response identifies and addresses potential risks to victims, based on sound research on risk factors associated with IPV. The Accounting for Risk and Danger Practice Checklists can guide communities in examining their current response to IPV and identify: “How well does the current response address risk?” and prompts the assessors to ask: “What more could be done to improve reduction of risk, especially for victims who may be at high risk of serious, repeated or lethal violence?”
