BCS is a key initiative of the National Resource Center on Domestic Violence (NRCDV) in collaboration with Greater Hartford Legal Aid. The mission of BCS is to promote victim-defined advocacy and responses. We pursue this through analysis, technical assistance, information, and tools that are practical, ready to use and responsive to the complex challenges advocates face.

NRCDV’s mission is to strengthen and transform efforts to end domestic violence. Since 1993, NRCDV has provided a wide range of free, comprehensive, and individualized technical assistance, training, and specialized resource materials and projects designed to enhance current intervention and prevention strategies.

Greater Hartford Legal Aid is a not-for-profit law firm that advocates for equal justice for poor people. Its attorneys protect legal rights and use the law to address the effects and root causes of poverty. Staff works with the community to identify and address current issues. GHLA’s domestic violence advocacy began in 1979. It is recognized as a state and national leader on family violence and violence against women.

Survivors in contact with a partner or parent who is abusive cannot rely on leaving a relationship or physical separation to end the violence, abuse, or control. For them to be safer, the violent behavior must be reduced, and they’ll need options to meet basic need and be well. This webinar features Jacquelyn Boggess, Lisa Nitsch, Juan Carlos Areán, and Jill Davies in an important conversation about supporting behavior change, safety planning, and our advocacy.

This paper explores strategies to reduce violent behavior, both physical violence and all other forms of abuse, using a victim-defined approach. It recognizes that reducing violence is central to our mission, difficult, and long been a part of our advocacy to make victims safer. The paper offers concrete tools and a thorough approach for understanding the importance of reducing violent behaviors as part of safety planning for victims in contact with partners that use violence.

“Ideally, identifying and documenting risk factors for serious or lethal intimate partner violence (IPV) should be incorporated into each step of the criminal justice intervention. While communities are often excited about developing an enhanced response to high risk cases, this effort will not be effective if current basic practices fail to address risk in general within an effective coordinated interagency response. A community’s coordinating council or task force can spearhead an examination of current practices to uncover gaps that exist in identifying, documenting and transmitting risk information throughout the criminal justice intervention.

To assist such an assessment, BWJP has developed Accounting for Risk and Danger Practice Checklists for each practitioner in the intervention process. The checklists can help a jurisdiction ensure that its criminal justice response identifies and addresses potential risks to victims, based on sound research on risk factors associated with IPV. The Accounting for Risk and Danger Practice Checklists can guide communities in examining their current response to IPV and identify: “How well does the current response address risk?” and prompts the assessors to ask: “What more could be done to improve reduction of risk, especially for victims who may be at high risk of serious, repeated or lethal violence?”

Many women, regardless of race or ethnicity, choose to continue to live with partners who have been (or continue to be) abusive. Traditional domestic violence intervention approaches have emphasized women leaving abusive relationships, but the applicability and acceptability of this approach for women from culturally diverse backgrounds, including immigrant and Latina survivors of IPV, is not well understood.

This groundbreaking study provides important insights into the role that shelters play in survivors' efforts to escape violence and abuse. Results capture the voices and experiences of over 3,400 shelter residents in 215 programs across eight states.

This study was designed to meet the following goals:

Obtain information from a diverse sample of domestic violence survivors about their experiences in residential shelter programs.
Learn more about what domestic violence survivors want when they come to shelter programs.
Learn more about the extent to which survivors have had their expectations met during their shelter stay.
Learn more about survivors' assessment of immediate outcomes associated with their shelter stay.
Learn more about how survivors' experiences, needs and immediate outcomes vary across demographic and shelter program characteristics.
Develop recommendations for shelter programs across the country for how they might improve their services.

Meeting Survivors' Needs: A Multi-State Study of Domestic Violence Shelter Experiences was conducted by Dr. Eleanor Lyon of the University of Connecticut's Institute for Violence Prevention and Reduction at the School of Social Work in conjunction with the National Resource Center on Domestic Violence. The study was funded through NIJ grant # 2007-IJ-CX-K022 with support from the Family Violence Prevention and Services Program.
