Despite the fact that people who identify as transgender or non-binary experience violence and harassment in every aspect of life at astoundingly high rates (NCTE, 2016), there are still significant gaps in services (Seelman, 2015) for these survivors of domestic and sexual violence. This Special Collection supports advocates and agencies seeking to build their capacity to provide accessible and inclusive services to trans and non-binary survivors.

This collection offers guidance on how to provide accessible, culturally responsive, and affirming services to survivors of all genders. It includes resources that explain the importance of pronouns and outline some key concepts and terms relating to gender identity and expression. Additionally, this collection cites recent research illustrating the broad scope of violence against trans individuals and communities, particularly for people who live at the intersections of multiple forms of oppression, and addresses the failure of systems to properly support survivors in these communities. It directs service providers to some helpful tools and guidance for promoting inclusivity and advocating for trans survivors within domestic and sexual violence organizations. Lastly, this collection also provides resources for survivors.

This collection draws heavily from the work of FORGE, a national transgender anti-violence organization that provides direct services to trans survivors of domestic and sexual violence, as well as training and technical assistance to service providers around the country. Survivors of violence face real barriers when trying to access safe housing – barriers caused by the power and control dynamics of abuse, a need for safety and confidentiality, economic instability, the effects of trauma, and the lack of affordable housing in communities. Nobody should have to choose between staying in an unsafe home and having no home at all.

This collection offers a doorway to the resources available through Safe Housing Partnerships, a project of the federal Domestic Violence and Housing Technical Assistance Consortium. The Consortium is an innovative, collaborative approach to providing training, technical assistance, and resource development at the critical intersection of domestic and sexual violence, homelessness, and housing.

The resources and tools included here are provided to advance your work at the critical intersection of domestic violence, sexual assault, homelessness, and housing.

The National Resource Center on Domestic Violence (NRCDV) and the University of Connecticut School of Social Work reports data that documents how well local domestic violence programs are addressing the needs of those reaching out to them for assistance. This substantial data collection effort involved 90 urban, rural and suburban community-based domestic violence programs and nearly 1,500 domestic violence survivors surveyed in 2010 about their experiences seeking and receiving non-residential domestic violence services.

This study complements the Meeting Survivors' Needs: A Multi-State Study of Domestic Violence Shelter Experiences (2008), a survey of survivors of domestic violence who were in shelter. The Shelter Study was also conducted by the University of Connecticut of Social Work, in collaboration with the National Resource Center on Domestic Violence.

This collection complies information and resources from both studies, documenting our movement work to provide both residential and non-residential services to survivors of domestic violence and their loved ones.

The relationship between sexual violence and housing is multi-layered and complex. Safe and affordable housing is a protective factor against sexual violence (both victimization and perpetration) and a basic need in recovering from a sexual assault. The majority of sexual assaults take place in or near victims’ homes or the homes of friends, relatives, or neighbors. Because of this, many victims wish to relocate after their sexual assaults, but often find they cannot do so because of limited resources. The effects of sexual violence can create an economic downward spiral for many victims, jeopardizing their access to safe and affordable housing. Homelessness increases the risks for both sexual violence perpetration and victimization.

This collection was developed by the National Sexual Violence Resource Center to assist communities in developing more effective strategies to address this complex issue. Although most domestic violence victims* who seek assistance from local domestic violence programs do not need emergency shelter, far too many do. For those fleeing an abusive partner, finding a safe and supportive refuge for themselves and their children is critically important. In most cases, domestic violence shelter staff and volunteers work hard to create and maintain a ”home-like” feel for the families that come to a shelter and a shared sense of communal living among shelter residents. Some programs are able to offer individual rooms with private bathrooms for residents, while others may have two or three families sharing a room or a suite of rooms with a common bathroom. Typically, a shelter has other common areas where residents prepare and eat meals, play with their children, watch TV, use a computer if one is available, and socialize.

Sharing living space with others is difficult under the best of circumstances and conflicts are inevitable – anyone who has grown up in a large family or shared an apartment with others knows this first hand! But group living is particularly challenging when you are sharing communal space with strangers who, like you and your children, are living in real fear, are unsure of the future, and are recovering from the trauma of domestic violence.

While advocates working in shelter programs are expected to build a community and manage a household of women and children from diverse backgrounds and circumstances, many may not receive the necessary training to resolve the types and intensity of conflicts that may arise within the shelter. Such training should equip advocates to better identify, understand and respond to the many challenges associated with communal living, including those described in Meeting Survivors' Needs: A Multi-State Study of Domestic Violence Shelter Experiences, discussed in more detail below.

In order to help address the training and technical assistance needs of domestic violence advocates, the National Resource Center on Domestic Violence (NRCDV) developed this brief collection on Conflict Resolution Tools and Resources for Domestic Violence Shelter Staff. Building on the findings from the Meeting Survivors’ Needs study, this online collection includes selected materials and resources intended to equip advocates with a contextual framework and practical skills to better resolve conflicts that often arise within a shelter environment. *A note about language: Because most domestic violence victims are women abused by a male partner, and most residents of domestic violence shelters are women and their children, we will use "she" and "woman" when referring to a victim of domestic violence. Also, the term "victim" is used here instead of "survivor" to serve as a reminder of the violence and control faced by women in abusive relationships seeking services from a domestic violence shelter. All victims of domestic violence, regardless of their gender or the gender of their abusive partner, deserve safety and advocacy.

National Network to End Domestic Violence (NNEDV)

For the twentieth consecutive year, on September 10, 2025, the National Network to End Domestic Violence (NNEDV) conducted the Domestic Violence Counts Survey: a one-day, unduplicated count of adults and children seeking domestic violence services in the United States. This annual survey documents the number of people who sought services in a single 24-hour period, as well as the types of services requested, the number of service requests that went unmet due to a lack of resources, and the issues and barriers domestic violence programs face in providing services to victims.

Each year, the Domestic Violence Counts Report summarizes this data and is instrumental in raising awareness about domestic violence and the incredible work local domestic violence programs do every day, providing lifesaving services to survivors and their families. Policymakers, journalists, national experts, and advocates at every level rely on Domestic Violence Counts to understand survivors’ urgent needs, the issues and barriers domestic violence programs face, and the funding and policy changes that can make a difference.

This comprehensive toolkit is designed for advocates and organizers in communities that have experienced or are likely to experience climate change-induced disasters. Alongside their other destructive consequences, disasters cause housing instability, homelessness, and permanent displacement and often exacerbate existing racial and social inequities. Advocates are encouraged to use this toolkit to educate policymakers and the public about the systemic barriers to equitable and complete disaster housing recovery and the steps necessary for reforming our nation’s disaster housing recovery framework.

On October 12-13, 2023 the Office of Family Violence Prevention Services hosted a roundtable discussion on safe housing solutions for survivors of domestic and sexual violence, with coordination by the STTARS Indigenous Safe Housing Center, the National Resource Center on Domestic Violence, and the National Network to End Domestic Violence. Survivors, advocates, domestic and sexual violence coalitions, national housing experts, federal partners, and partners from public and private industries from across the country convened in Washington D.C. for a roundtable discussion on safe housing solutions for survivors of domestic and sexual violence. This report shares key insights and recommendations that emerged from the roundtable.
