Making the 1996 Welfare Reform Work: The Promise of a Job

Welfare caseloads have declined by more than 50% since the passage of welfare reform, but research suggests that more 'welfare leavers' are living in poverty than ever before. This paper examines the results, design, and costs for a large number of transitional-job and welfare-to-work programs, in an effort to find solutions to this problem.
