This study by the GAO mandated under the Tribal Law and Order Act of 2010 examines the ability of IHS and tribally operated hospitals to collect and preserve medical forensic evidence in cases of sexual assault and domestic violence.

The author reviews available research on perceptions held by the general public about sexual violence and how they have changed over time. She also makes recommendations for future practice, which include discussing the root causes of sexual violence and addressing subtle victim blaming.

The project upon which this report is based invited African American women to express their views on services for victims and survivors of domestic violence, in particular the needs of survivors in low-income communities.
