This report is for advocates in and outside of law enforcement who are dedicated to improving the treatment and safety of transgender, non-binary, and gender non-conforming individuals by updating police department policies. The model policies are meant as a starting point to improve trust and police-community relations.

Discrimination and harassment by law enforcement based on sexual orientation and gender identity is an ongoing and pervasive problem. This report presents research demonstrating that LGBT individuals and communities face profiling, discrimination and harassment at the hands of law enforcement officers.

This publication offers practical suggestions and tools that law enforcement agencies can use to effectively and meaningfully communicate with individuals with limited-English proficiency.

Police officers in many areas interact almost daily with people who do not read, speak, or understand English well. To meet this challenge, a growing number of police agencies are developing programs to effectively communicate with diverse communities. This report describes the most promising practices, highlighting model programs developed by police agencies from around the country.

This document features sample introductory questions that an officer can ask when meeting a person with Limited English Proficiency (LEP). They are based on scenarios that an officer will likely encounter during his or her patrol.
