Failing to Protect and Serve: Police Department Policies Towards Transgender People

This report is for advocates in and outside of law enforcement who are dedicated to improving the treatment and safety of transgender, non-binary, and gender non-conforming individuals by updating police department policies. The model policies presented in this report are meant as a starting point for advocates and police departments to use in collaboration to improve trust and police-community relations.
