Serving Survivors of Homicide Victims During Cold Case Investigations: A Guide for Developing a Law Enforcement Protocol

This guide is designed to assist every law enforcement agency, regardless of whether it has a separate cold case unit, in the development of a protocol on serving survivors of homicide victims during cold case investigations. This document provides a framework for the development of an agency protocol to more effectively work with and, moreover, better serve survivors of homicide victims.
