An Advocacy Response to HUD's June 2005 "Domestic Violence Provider Participation in Homeless Management Information Systems (HMIS) Questions & Answers"

The piece operates as both a counterpoint to HUD's June 2005 Q&A as well as a stand-alone explanation of the various aspects of HMIS that an advocate needs to understand to affect safety for survivors of domestic violence. A companion example shows how even minimal, seemingly innocuous, client information can serve to create safety risks for a service-recipient. Advocates may find this information useful for both understanding and describing how "scrambled" data on survivors does not solve the HMIS safety/confidentiality problem.

Decade of HOPE VI: Research Findings And Policy Challenges

This research and policy report offers an extensive overview of the HOPE VI (Housing Opportunities for People Everywhere) program. The introduction provides historical background, evaluation challenges and suggested reforms. It includes a description of the policy debates surrounding HOPE VI.

Homeless Assistance Programs: A Guide To Counting Unsheltered Homeless People

The guide is offered in chapters and numeric sections and covers the basics of counting unsheltered homeless people, counting unsheltered people in public places, counts based on use of non-shelter services and sample data collection instruments. Advocates in search of a basic background on the topic should start with Chapter 2.
Note: The guide is not offered as a method for counting sheltered people but does reference Martha Burt's Practical Methods for Counting the Homeless: A Manual for State and Local Jurisdictions as a resource for counting sheltered homeless people.

Public Housing Occupancy Guidebook, Part 7 - Chapter 19: Domestic Violence

This is an essential tool for domestic violence advocates involved with individual and systemic housing advocacy. The chapter supports local public housing authority preferences for victims of domestic violence, including outlining relevant federal law and regulations. The chapter includes types of evidence of abuse (which is broad), mitigating "negative" rental histories due to domestic violence and sensitivity regarding confidential information. Supportive transfer policies as alternatives to eviction are strongly encouraged.

Section 8 Housing Choice Vouchers and Homelessness

This fact sheet describes the Housing Choice Voucher Program, why and how it is effective and the different situations of individuals who access this program. Statistics are given which support the effectiveness of the voucher program.

People Need Affordable Housing

Stats include statements on the housing crisis, the rise of rental costs, the necessity of assistance, and discrimination suffered by the poorest.

Domestic Violence, Housing, and Homelessness

The sheet provides talking points supported by relevant statistics on the following: the link between domestic violence and homelessness; the importance of housing for survivors of domestic violence; the need to address housing-related discrimination affecting survivors; and the efficacy of transitional and permanent housing.

Housing Discrimination and Domestic Violence

This fact sheet gives examples of discriminatory actions that may be illegal, provides a broad overview of applicable federal and state laws, and outlines actions steps for those believing that they have been discriminated against. Both survivors and advocates can use this guide as a brief and clear manual regarding housing.

Domestic Violence and Homelessness

The factsheet includes general statistics about homelessness, domestic violence and poverty, and the consequences of being trapped between violence and homelessness. A critique of current state laws and recommendations for legislative advocacy to protect the homes of battered women are offered.

Early Lease Termination by Battered Tenant

The article also covers advocacy strategies, both through negotiation and litigation, in the absence of specific federal, state, and local laws covering survivors. The scope of the article includes private housing as well as leases in public and subsidized housing. Advocates may find this article useful for understanding what legal strategies may be employed by lawyers attempting to assist survivors with penalty-free, expedited, early lease termination.

Pathways to and from Homelessness: Women And Children In Chicago Shelters

Shelter supervisors and staff were also interviewed as to their perception of the needs of the shelter residents. Information about the women such as age, residence, education, health, criminal records, public benefits, children and repeated homelessness are detailed in the report. Additionally, factors contributing to the women's homelessness, and recommendations are also provided.

Sexual Assault Awareness Month (SAAM) 2012 Resources

The 2012 SAAM campaign provides tools and resources that focus on promoting positive expressions of sexuality and healthy behaviors. Promoting healthy behaviors encourages sexual interactions and relationships that are consensual, respectful and informed. By starting the conversation, this dialogue can build safe, healthy relationships and communities.

Prevention Assessment Year 2 Report: Innovations in Prevention

The second phase of NSVRC's Prevention Assessment project focused on interviews with innovative prevention programs and a diffusion survey to document how innovations have spread throughout the sexual violence prevention field. The emphasis of this assessment was on how programs are thinking about primary prevention and the processes that allowed innovation to develop.

In 2009, NSVRC contracted with Dr. Stephanie Townsend to assist in developing a plan to measure the primary prevention capacity of the sexual violence prevention field.
