In response to a request by Congress, the GAO undertook a comprehensive assessment of state policies and implementation strategies with regards to caseloads for federal TANF and state MOE assistance, work requirements, and families who have been excluded from TANF lifetime limits. This report details the results of site visits, telephone interviews and surveys administered to TANF offices in all 50 states and the District of Columbia between August 2001- June 2002. The report also included detailed tables of state level policies.

Welfare Rules Database

In 1997, the Urban Institute created a one-stop resource for comparing TANF programs across states, and understanding changes in state specific TANF rules such eligibility requirements, benefit standards, earned income disregards, etcetera. The Welfare Rules Database is a comprehensive site that includes TANF rules for all 50 dates and the District of Columbia.

Welfare caseloads have declined by more than 50% since the passage of welfare reform, but research suggests that more 'welfare leavers' are living in poverty than ever before. This paper examines the results, design, and costs for a large number of transitional-job and welfare-to-work programs, in an effort to find solutions to this problem.
