People with disabilities and Deaf people are significantly more likely to be impacted by the criminal legal system. At the same time, they often face real barriers to accessing the very community-based programs designed to support stability and reduce system involvement.
These barriers can take many forms—physical inaccessibility, communication gaps, and policies or practices that don’t fully account for disability needs. The result? People may be unintentionally excluded, struggle to comply with program requirements, or even experience re-traumatization. Too often, this means they miss out on critical services that could help prevent system involvement – include jail or prison sentences – or support successful reentry after incarceration.
